INTERNATIONAL NEWS
USA: DEMOCRATS WIN CONTROL OF HOUSE AND SENATE IN 2026 MIDTERM ELECTIONS
A major political shift is unfolding in the United States following the November 3 midterm elections, with the Democratic Party winning control of both chambers of Congress.
The Democrats have taken control of the House of Representatives and the Senate from the Republicans, marking a significant reversal in the balance of political power in Washington.
The results represent substantial gains for the opposition party, including at least seven Senate seats and more than two dozen House districts. Several governorships have also changed hands.
The outcome means President Donald Trump will face a Congress controlled by the opposition during the final two years of his current presidential term.
The development could significantly affect the administration’s legislative agenda, budget negotiations, appointments and congressional oversight.
Democrats are expected to use their new majority to scrutinise government policies and challenge aspects of the President’s programme.
However, vote counting and certification are continuing in some constituencies.
The American midterm elections have once again demonstrated how voters can reshape the balance of political power without directly voting on the presidency.

ISRAEL: PRESIDENT BEGINS GOVERNMENT FORMATION CONSULTATIONS
In Israel, President Isaac Herzog has begun consultations with political parties following the certification of parliamentary election results.
Neither the bloc associated with Prime Minister Benjamin Netanyahu nor the opposition has secured the majority required to independently form a government.
Coalition negotiations are therefore expected to play a decisive role in determining the country’s political direction.
The outcome of the consultations will determine which political grouping has the best opportunity to assemble a governing majority.

KENYA: WORLD BANK RAISES 2026 ECONOMIC GROWTH FORECAST
Kenya’s economic outlook has received a boost following an upward revision of the country’s 2026 growth forecast by the World Bank.
The institution has raised its projection to 4.6 per cent, citing stronger-than-expected economic performance.
However, the World Bank has warned that corruption, governance weaknesses and public debt pressures continue to undermine the country’s economic progress.
The development highlights a familiar challenge facing many African economies: translating improved economic indicators into better living conditions, employment opportunities and increased prosperity for ordinary citizens.

NIGERIA: NATIONAL DEVELOPMENTS
STATE POLICE: CONSTITUTIONAL AMENDMENT TRANSMITTED TO PRESIDENT TINUBU
Nigeria’s proposed constitutional amendment for the establishment of State Police has advanced to another important stage following its transmission to President Bola Ahmed Tinubu by the National Assembly.
The development follows approval by 30 state assemblies, meeting the constitutional requirement for the amendment process to advance.
Among the states that approved the proposal are Delta, Edo, Enugu, Anambra, Bayelsa and Kano.
The proposed reform is designed to decentralise policing and strengthen security responses at the state and community levels.
However, several critical issues will require attention before the proposed system can become operational.
These include funding arrangements, professional standards, recruitment procedures, accountability mechanisms and safeguards against political interference.
The next stages of the constitutional process will therefore be crucial in determining how effectively the proposed reform can address Nigeria’s security challenges.

FCT: FRIDAY DECLARED WORK-FREE AHEAD OF AREA COUNCIL ELECTIONS
The Federal Capital Territory Minister, Nyesom Wike, has declared Friday a work-free day ahead of Saturday’s Area Council elections.
The elections will cover the six Area Councils of Abuja Municipal, Bwari, Gwagwalada, Kuje, Abaji and Kwali.
The decision is intended to facilitate preparations and enable residents to participate in the electoral process.
Attention is now focused on security arrangements, voter participation and the credibility of the elections.

ANAMBRA: 50 YOUTHS TRAINED IN PUBLIC INFRASTRUCTURE MONITORING
In Anambra State, 50 youths have received training in public infrastructure monitoring.
The initiative is designed to strengthen citizen participation in tracking government projects and promoting accountability in public expenditure.
The programme underscores the growing importance of community involvement in ensuring that public projects are properly executed.

BAYELSA: STATE ASSEMBLY APPROVES STATE POLICE AMENDMENT
The Bayelsa State House of Assembly has approved the proposed constitutional amendment for the establishment of State Police.
The approval forms part of the ongoing national constitutional reform process aimed at decentralising Nigeria’s policing structure.

EDO: OPPOSITION PARTIES RAISE CONCERNS OVER POLITICAL VIOLENCE
In Edo State, opposition political parties have called for an end to political violence ahead of the 2027 general elections.
The parties have raised allegations of attacks and intimidation, calling on relevant authorities to ensure political activities are conducted peacefully.
The concerns underscore the importance of protecting democratic participation and ensuring a safe environment for all political actors.

KANO: ASSEMBLY CONFIRMS TWO COMMISSIONER NOMINEES
In Kano State, the State House of Assembly has confirmed two commissioner nominees, Bature and Balarabe, following the executive nomination process.
The confirmation represents another development in the state’s administrative and governance activities.
Across these states, the recurring issues remain effective governance, public accountability, security and improved service delivery.

DELTA DEVELOPMENT WATCH
FROM INVESTMENT SUMMIT TO IMPLEMENTATION: OLAM AGRI BEGINS ANIMAL FEED PLANT PROJECT IN OGWASHI-UKU
Governor Oborevwori describes investment as a boost to agricultural development, industrialisation and job creation.

By NOL24 News Desk

OGWASHI-UKU, ANIOCHA SOUTH LGA, DELTA STATE — NOVEMBER 4, 2026
What happens after an economic and investment summit?
Beyond the speeches, policy declarations and investment commitments, the real measure of success is what happens on the ground.
Are investments materialising? Are projects commencing? Are jobs being created? And are communities beginning to experience the benefits?
These are the questions driving the new NOL24 Delta Economic Dashboard, an accountability and development-tracking initiative designed to monitor the transition from government investment commitments to measurable economic outcomes.
There are emerging indications that the Delta State Government is beginning to translate its economic and investment ambitions into practical developments.
One of the latest developments is the commencement of Olam Agri’s animal feed production plant project in Ogwashi-Uku, Aniocha South Local Government Area.
The proposed facility is expected to strengthen agricultural production and support the poultry and livestock value chains across the South-South and South-East regions.
The Delta State Government has allocated 99.99 hectares of land for the project, positioning the proposed industrial facility as an important addition to the state’s agricultural and investment landscape.

OGWASHI-UKU KINGDOM PLEDGES SUPPORT, SEEKS COMMUNITY BENEFITS
At the groundbreaking ceremony, the Obi of Ogwashi-Uku, His Royal Majesty, Obi Dr. Ifechukwude Okonjo II, pledged the kingdom’s support for the investment.
The monarch also indicated the possibility of providing additional land to accommodate future expansion.
However, he emphasised that the project should deliver tangible benefits to the host community.
He urged the company to prioritise local employment, internship opportunities, skills development and technology transfer.
The monarch’s position highlights an important dimension of industrial development: host communities should not merely provide land for investments but should also participate meaningfully in the economic opportunities created.

OBOREVWORI REAFFIRMS DELTA’S INVESTMENT DRIVE
Governor Sheriff Oborevwori described the investment as a significant step towards agricultural development, industrialisation and job creation in Delta State.
He reaffirmed his administration’s commitment to providing an enabling environment for private-sector investors and encouraged Olam Agri to consider other parts of the state, particularly the southern region, for future investments.
The governor’s position reflects the administration’s broader economic diversification agenda, which seeks to expand opportunities beyond the traditional dependence on oil revenue.

SMART UFOH: CONNECTING INDUSTRIAL INVESTMENT WITH TECHNICAL EDUCATION
The Commissioner for Technical Education, Hon. Smart Ijeoma Ufoh, also brought an important industry perspective to the development.
Having previously served in senior management at Olam, Ufoh offered insights into the relationship between industrial investment, corporate development and the state’s economic ambitions.
His experience provides an interesting connection between the company’s industrial operations, Governor Oborevwori’s investment drive and the importance of technical education in preparing a skilled workforce.
The development also raises the prospect of stronger collaboration between industries and technical institutions to prepare young people for employment opportunities created by new investments.

ANIOCHA SOUTH REPRESENTATIVE HIGHLIGHTS LOCAL SIGNIFICANCE
The member representing Aniocha South Constituency in the Delta State House of Assembly, Hon. Isaac Ozoemezie Anwuzia, highlighted the importance of the project to the local government and its people.
The investment is expected to create opportunities for businesses, farmers, young people and other economic actors within the area.

NOL24 ECONOMIC ANALYSIS: BEYOND THE GROUNDBREAKING
While the commencement of the project represents a significant development, the bigger questions concern its eventual economic impact.
How many direct and indirect jobs will the facility generate?
What opportunities will be available to local farmers, suppliers and small businesses?
Will young people from Ogwashi-Uku and surrounding communities benefit from technical training, internships and technology transfer?
What proportion of the company’s workforce will be drawn from the host community?
And when will the facility become fully operational?
These are not questions intended to diminish the importance of the investment. Rather, they are necessary benchmarks for measuring its success.
For Delta State, the project represents an opportunity to deepen economic diversification, strengthen agricultural production, stimulate industrial growth and attract additional private-sector investment.
But a groundbreaking ceremony, however significant, does not in itself constitute economic transformation.
The real test will be the completion of the facility, commencement of production, jobs created, business opportunities generated and measurable benefits delivered to the host community and the wider Delta economy.
Through the NOL24 Delta Economic Dashboard, we will continue to track these developments.

DELTA: ₦4 BILLION POVERTY ALLEVIATION PROGRAMME TARGETS 15,000 RESIDENTS
The Delta State Government has appealed for patience as arrangements are concluded for the disbursement of a ₦4 billion poverty alleviation fund targeting 15,000 vulnerable residents across the state’s 25 local government areas.
The programme is designed to provide support to indigent households and improve the livelihoods of vulnerable citizens.
The proposed intervention represents another component of the state government’s social welfare and poverty reduction efforts.
However, beyond the announcement of the fund, questions remain about the implementation framework.
Who qualifies as a beneficiary? How much will each person receive? When will disbursement begin? And what mechanisms will ensure that the funds reach the intended beneficiaries?
For the citizens expected to benefit, transparency in beneficiary selection and timely disbursement will be essential.
NOL24 will continue to follow the programme and assess its actual impact on households across the state.

DELTA: NEW HEAD OF SERVICE CHARGED ON ACCOUNTABILITY AND EFFICIENCY
Governor Sheriff Oborevwori has charged the newly sworn-in Head of Service, Mrs Charity Babigha-Ehimen, to strengthen accountability, discipline and efficiency across the Delta State Civil Service.
The new Head of Service has outlined a four-point action plan focusing on human capital development, digitalisation, workers’ welfare and stronger collaboration across government institutions.
The administration expects the proposed reforms to improve the effectiveness of the civil service and strengthen public service delivery.
The success of the initiative will ultimately depend on how effectively the proposed reforms translate into improved administrative performance and better services for Deltans.

THE NOL24 QUESTION
HOW CAN DELTA STATE TURN INVESTMENT COMMITMENTS INTO JOBS, INDUSTRIAL PRODUCTION AND MEASURABLE COMMUNITY BENEFITS?
Today’s developments raise an important question about governance and economic development.
In the United States, election results have changed the balance of political power.
In Nigeria, constitutional reform is moving towards another important stage.
And in Delta State, a major private-sector investment is beginning to take shape.
But for ordinary citizens, the ultimate measure of progress is not the number of announcements made by government or the number of investment agreements signed.
It is what changes in their communities.
Are jobs being created? Are businesses growing? Are young people acquiring relevant skills? Are infrastructure and public services improving?
These are the outcomes that should define development.
